【暴力はダメ】
1980年代に放送された、ちょっと不気味なテレビCM。日本民間放送連盟が制作した「覚せい剤追放キャンペーン」。今回のタイトルは、そのキャッチコピーをベースにしています。
 
当時のCMナレーション：
甘い誘惑
ひと時の快楽
覚せい剤は確実に、そして無残に、人間を破壊します
覚せい剤やめますか？それとも人間やめますか？
 
「覚せい剤」を「戦争」に置き換えて、考えてみてください。

今年１月、Uberに乗車した時のこと。
ラジオから大音量で流れてくるのは、当時のイラン最高指導者アヤトーラ・ハメネイに対して、抗議デモを行っているイランの人たちの様子。
 
ドライバー：「トランプのおかげで、イランの人たちが解放されるよ！」
少し考えた後、こう答えました：「イランの人たちにとって、良くなることを願いたいね。」
 
その返答を聞いて、ドライバーは少し困惑した様子でした。

２月、アメリカ・イスラエル軍がイランへの攻撃を開始。
初日の攻撃により、150人超のイランの女の子たちが殺害されました。７～12歳の子どもたちが、学校で授業中に空爆されたのです。
 
現在まで、イランの人たちは：

• 3千6百人超が殺害され、
• 3万2千人超が負傷し、
• 3.2百万人超が国内避難民となってしまいました。

 
そのほとんどが、普通に生活をしていた民間人です。
イランの人たちにとって、良くなったとはとても言えません。
 
攻撃当初から、アメリカ国民は反対多数。現在も6割超が、この戦争に反対しています。
 
その内訳は、

• 民主党支持者：反対86％
• 支持政党なし：反対61％
• 共和党支持者：反対11％

 
トランプ政権の共和党支持者の大多数は、この戦争に反対できないほど愚かです。
 
また、アメリカ国民の6割超が反対とはいえ、その理由は、主にガソリン価格の高騰など、家計への打撃だそうです。
 
無実のイランの人たち・子どもたちが殺されたり、負傷したり、路頭に迷ったりを余儀なくされているというのに。多くのアメリカ国民は、自分たちの生活のことで頭がいっぱい。
 
あまりにも情けない理由です。
 
戦争がいけないのは「何があっても、暴力はダメ」だからでしょう。[詳しくは＃121]

The recently completed [Series: 80 Years Later, Japan’s Big Problem], as well as the [Series: Apology and Atonement].
 
These pieces may prompt some readers to react with overt patriotism, accusing of being “anti-Japanese!”
 
Likewise in the US, the [Series: Trumpism is Cruel Immaturity], along with blog posts discussing the problem of glorifying military troops as heroes [See #61] and past atrocities committed by our own military [See #85].
 
Some readers may respond with the same kind of overt patriotism, accusing of being “anti-American!”
 
Yet, this form of patriotism, which can easily lead to divisive nationalism, reflects the very tendency of clinging to “traditional values” simply to preserve the tradition regardless of good or bad [See #124].
 
In fact, wars/conflicts are most often waged at the national level. It’s because the existing military system around the world is designed on a single-nation basis, with each country in control of its own armed forces.
 
This system allows nations to deploy their troops under the banner of “protecting our own citizens.” Humanity continues to repeat the senseless history of war because this system is prone to exploitation--to selfishly advance national interests at the expense of others.
 
To sustain this system, governments fan the flames of patriotism. And when push comes to shove, killing fellow humans becomes an honorable deed, while refusing to kill becomes a criminal act. Under a blind pledge of allegiance to the flag, the military won’t hesitate to take away the freedom, livelihood, dignity, happiness, and life of not only its enemies but also its own citizens.
 
Regrettably, we continue to witness this pattern across the globe. [See #84]
 
At the same time, however, the world is changing, and awareness of human rights is advancing. That progress gives us reason for hope.
 
Our hope is for Japan, America, and every nation to preserve what’s good from the past while changing what’s harmful, to build a better tomorrow for everyone.
 
If we are to speak of patriotism, isn’t this kind of progress the genuine patriotism?
 
And wouldn't that be the truest form of being pro-Japan or pro-America?
 
Going even further, how about we aspire beyond “patriotism” tied to a particular nation or ethnicity? Instead, we can aspire to “lifeism” that values all living beings, transcending borders and favoritism.
 
Lifeism is universal compassion.
 
While patriotism teaches us to love our country, lifeism opens our hearts to all living beings.
 
While patriotism divides people by nationality, lifeism unites everyone anywhere.
 
Beyond patriotism. Beyond borders. Beyond pro-Japan or pro-America. Beyond favoritism. That’s the idea of lifeism.
 
Why is it important to move beyond favoritism? Because the moment we begin favoring one over another, we begin descending toward the kind of patriotism that can easily lead to divisive nationalism.
 
In blog post [#130], an increasingly popular view among some Japanese people is cited: "Rather than accepting immigrants, it’d be better for Japan to quietly decline and disappear."
 
Even if that were possible, it’s not what a nice person or a nice country should do. [See #110]
 
Because it’s neither compassionate nor wise.
 
Instead, we should remember the “spirit of harmony,” one of the most cherished values in Japanese culture. Harmony, or Wa in Japanese, means welcoming people of all backgrounds and accepting our differences. It means working together for a better tomorrow of each and every one of us. [See #28]
 
Embrace immigration and commit to inclusive education.
 
That’s what genuinely kind people do.
That’s what genuinely kind nations do.
That’s the true spirit of harmony.
 
Let us expand the boundaries of our own identity; freeing ourselves from the stubborn mindset of “as long as we’re fine,” so that we don’t exclude/reject others who live outside of our familiar circles. [See #108]
 
Learning in an inclusive, human rights-based environment is key to moving beyond a conservative mindset and toward a liberal mindset. [See #126]
 
That gives us reason for hope.
 
Make no mistake--it will take time. Education takes generations to change people and transform society. Still, kind people and kind nations should do what ought to be done.
 
And if it ought to be done, then let’s start from where we can, now. [See #89]
 
GANBARE! Nippon!
GANBARE! America!
GANBARE! World!

また、【シリーズ：謝罪、そして、つぐない】、など。
 
これらを読んだ人たちから、愛国心をむき出しに「反日だ！」と、嚙みつかれる。
 
同じようにアメリカでは、【シリーズ：卑劣なトランプイズム】、
軍人が英雄視される問題 [詳しくは＃61] や、
軍による過去の残虐行為 [詳しくは＃85]、 など。
 
これらを読んだ人たちからも、愛国心をむき出しに「反米だ！」と、嚙みつかれる。
 
けれども、これら排他主義に行きつくような愛国心こそ、良くても・悪くても「昔ながら」を保守するのに固執している表われでしょう。[詳しくは＃124]
 
そもそも今も昔も、戦争や紛争は多くの場合、国単位で行われます。それは、軍隊が国ごとに組成され、国家が「自国民の安全を守る」という名目のもと、国ごとに武力行使を決定するシステムだからです。国々がバラバラに、それぞれの勝手な都合を主張して武力行使を決定するから、人間は戦争を起こし続けている。
 
そのシステムを維持するため、国家政府は人びとの愛国心をあおって、いざという時には、殺すことを推奨したり、義務付けたりする。その過程において、実際には相手国のみならず、「お国のため」という何だかもっともらしい掛け声のもと、自国民の命・幸せ・生活・自由・尊厳などを奪うこともいとわない。[詳しくは＃84]
 
とても残念なことに、このシステムは未だに続いています。
 
それでも時代は移り変わり、人権意識が進んでいるのも事実。この前進は、希望になります。
 
日本もアメリカも、そして世界中の国々も、昔ながらの良き部分は守り・悪しき部分は変えてゆく「より良い明日」へ前進してほしい。
 
本来「愛国心」を語るのならば、この前進こそが本物ではないでしょうか。
 
そして本物の「親日・親米」ではないでしょうか。
 
さらに目指すべきは、特定の国や民族に固執した「愛国心」よりも、国境や優劣を超えて、あらゆる生命に寄り添う心という意味を込めた「愛命心（あいめいしん）」でどうでしょう。
 
そして、「親日・親米」に留まらず、「親命（しんめい）」は国境や優劣を超えた想い。
 
なぜ、優劣を超えることが大切なのか。それは、優劣をつけたとたん、排他主義に行きつくような愛国心への転落が始まってしまうから。
 
「移民を受け入れるくらいなら、日本はジリ貧の末に静かに滅んでいく方がマシ」などという意見を、前々回のブログで紹介しました。
 
仮の話として、たとえそれが可能だとしても、そもそもそのようなことは、優しい人・優しい国としてすべきではありません。[詳しくは＃110]
 
それは、優しくもなければ、賢明でもないからです。

日本文化において、最上の美徳とも言われる「和を大切にする心」とは、多様な背景の人たちを迎え入れて、「違い」を受け入れて、一人ひとりのより良い明日へ向けて、皆で協力し合うことではないでしょうか。[詳しくは＃28]
 
移民を積極的に受け入れて、 インクルーシブ教育を導入する。
 
それが本当の意味において、優しい人がすること。
優しい国がすること。和を大切にする心。
 
「自分たちさえよければ」に囚われ続けず、自分たちのアイデンティティの外側に生きる人たちを除外・拒否しないためにも、自身のアイデンティティの枠を広げたい。[詳しくは＃108]
 
人権意識を育む「教育と多様性」が備わった環境で学ぶことが、「保守的な発想」から抜け出し、「リベラルな発想」へのきっかけをつくります。[詳しくは＃126]
 
それが、希望になります。
 
時間はかかるでしょう。教育が浸透して、社会を変えてゆくには、それこそ世代単位の時間がかかります。けれども、優しい人・優しい国のするべきことは、やるべきです。
 
そして、やるべきなら、今ここからです。[詳しくは＃89]
 
がんばれ！ニッポン！
がんばれ！アメリカ！
がんばれ！世界！

【Structural Problem】
The solution to the major challenges Japan faces today is clear: Education that fosters human rights awareness.
 
To achieve this, two major reforms are essential [See Previous]:

1. Embrace Immigration
2. Commit to Inclusive Education

 
However, these reforms face exceptionally high barriers. The reason is simple: Japan’s stubborn tendency to avoid change.
 
This pattern isn’t new.
 
During World War II, even when many sensed that the country was heading in the wrong direction, they couldn’t change course. As conditions worsened with defeat seemingly inevitable, Japan still failed to change. The result was catastrophic.
 
80 years later, that same resistance to change persists, reflected in growing support for conservatism and a willingness to return to the past, much like militarist Japan [See #129]. Even today, too many people still resist change.
 
A more recent example is the Fukushima nuclear disaster. The clearest lesson we learned from this accident: nuclear power plants are not sustainable. [See #17]
 
The disaster was triggered by an unprecedented natural event during the second year of the Democratic Party’s administration. However, since its founding in 1955, the LDP has ruled most of post-war Japan with an exception of 5 years in aggregate. Clearly, it was the LDP that promoted the sales pitch “nuclear power plants are safe” and drove the construction of 54 reactors nationwide.
 
Immediately after the disaster, public support for a “zero nuclear” policy surged. Yet within less than 15 years, voters returned power to the LDP pushing for not only restarting existing plants but also building new plants.
 
Avoiding change. Resisting change.
 
To break out of this pattern, it’s essential to embrace immigration and advance inclusive education. But achieving these reforms ultimately depends on political will, and that comes down to how people vote in elections.
 
For Japan to move forward, people must stop resisting change and begin embracing it. Education plays a central role in shaping individuals who are capable of doing so. In that sense, meaningful reform must begin with education.
 
Yet many people don’t know how to bring about change or what actions to take. This is hardly surprising, as there are still very few people in Japan who’ve been raised through inclusive education.
 
Logically, one solution would be to welcome people from abroad who’ve been raised through inclusive education. Yet, even this kind of change is often met with resistance.
 
Meanwhile, the problems continue to deepen.
 
To be fair, there have been attempts at reform. In 2002, Japan introduced yutori education--a more relaxed, less rote-focused approach. However, it was implemented without sufficient expertise resulting in poor execution.
 
For instance, one goal was to move away from memorization-heavy college admission exams and foster independent thinking. But when Japan’s test performance fell in international assessments like PISA, critics panicked over a “decline in academic ability!” and yutori education was abandoned after only about eight years.
 
In other words, a system designed to cultivate new abilities was judged using old standards.
 
Too many people cling to “traditional values” simply because they want to preserve the tradition regardless of good or bad. This mindset fuels resistance to change. Those in political power are often no exception--they, too, weren’t raised through inclusive education.
 
And this persists because voters--who also largely lack exposure to inclusive education--continue to support conservative parties.
 
This is the root of Japan’s struggle to change.
Avoiding change. Resisting change.
Even while sensing that things cannot continue this way, it struggles to change course.
 

• Japan resists an education system that cultivates individuals who can think independently and act based on fact/evidence→
• In absence of such education, it fails to cultivate individuals who can think independently and act based on fact/evidence→
• And without those individuals, education system fails to change.

 
It’s a negative spiral.
A classic chicken-and-egg problem.
 
80 years after the war, Japan’s big problem is fundamentally structural.

​【構造的な問題】
現在の日本が直面する大問題の解決策は、人権意識を育む「教育と多様性」。
 
それを実現するには、二つの大改革が必要不可欠です [詳しくは前回]：

1. 移民を積極的に受け入れる
2. インクルーシブ教育を導入する

 
しかし、この二つの大改革は、とても高いハードルだと思われます。なぜなら、日本は今も昔も変化を避ける傾向があるから。
 
先の戦争もそうです。やってはいけないと薄々気がついてはいても、方向転換できなかった。ボロボロになって、負けると解っても、変われなかった。その結果は、悲惨極まりなかった。
 
それから80年。かつての軍国日本のように戦争ができる国に戻すことを容認する圧倒的な保守化が進んでいます [詳しくは＃129]。今でも変われない。変化を避ける人たちが、あまりにも多い現実です。
 
また最近では、福島原発事故もそうです。この事故で私たちが学んだのは、原発は持続できないということ。[詳しくは＃17]
 
未曽有の自然災害により事故が起こったのは、たまたま民主党政権のときですが、自民党は1955年に立党して以来、約5年間を除き日本の政権を担っています。「原発は安全だ」と吹聴しながら、日本に54基もの原発を建設したのは自民党です。
 
また、事故直後は「脱原発・原発ゼロ」に並々ならぬ関心を寄せた国民ですが、15年もしないうちに、原発の再稼働どころか増設まで押し進める自民党に戻ってしまいました。
 
方向転換できない。変われない。
 
そのパターンを脱却するために、移民を積極的に受け入れて、 インクルーシブ教育を導入する必要がある。それを可能にするのは政権であり、すなわち選挙における人びとの投票です。
 
変化を避けるのをやめて、変化を取り入れる。そのような人たちを育てるのは教育です。先ずは教育を変えなければならない。
 
でも、どう変えたら良いのか、何をやればいいのか、ピンとこない人たちが多い。それもその筈、実際にインクルーシブ教育を受けて育った人たちが、国内にあまりいないから。
 
それなら、インクルーシブ教育で育った人たちを海外から受け入れなければならないのに、その変化すらも避けてしまう。
 
そうしている内にも、問題はどんどん広がってしまう。
 
それでも、この問題を危惧して、ようやく「ゆとり教育をやってみよう」となったのは2002年頃。けれども、人材不足のまま導入した結果、その実践はお粗末でした。
 
例えば、記憶力ベースの大学受験を緩和して、自分の頭でしっかりと考えられる人を育てることを目的としているのに、国際学力調査（PISA）での結果が落ちたとたん「学力低下だ！」と騒ぎ立てて、わずか8年間程でゆとり教育は廃止されました。
 
新しい能力を育てる教育を、昔ながらの物差しで測ってしまったのです。
 
良くても・悪くても「昔ながら」を保守したい人たちが大勢いて、変化を妨げる。政治を仕切る人たちが「昔ながら」を保守したい人たちだらけで、インクルーシブ教育で育っていない人たちばかり。
 
そうなるのも、やはりインクルーシブ教育で育っていない人たちが、保守系政党を選び続けるから。
 
それが、変化への弱さを生んでいるのです。
変化を避ける。変化を妨げる。
このままではいけないと薄々気がついてはいても、方向転換できない。変われない。
 

• 事実に裏付けられたエビデンスをベースとして、自分の頭でしっかりと考えて行動に移せる教育を妨げてきた→
• そのような教育をしないから、事実に裏付けられたエビデンスをベースとして、自分の頭でしっかりと考えて行動に移せる人びとが育ち難い→
• 育たないから、その教育ができない。

 
負の連鎖です。
卵が先か、ニワトリが先か。
 
戦後80年、日本の大問題は構造的な問題なのです。

​【Solutions】
Over the past eight posts, we’ve examined the major challenges Japan currently faces. Now, we turn to possible solutions.
 
First, let’s briefly recap the core issues:

• In both urban and rural areas, there’s been a marked shift toward conservatism. This includes growing xenophobia/nationalism, denying established historical facts about Japan’s wartime aggression, and increasing support for reversing Japan back into a country with war capacity. As the lived misery of war fades, many people’s thoughts, attitudes, and values are gradually reverting to prewar patterns that disregard fundamental human rights.  [See #122]

​

• The education system remains centered around memorization-heavy college admission exams, often failing to cultivate individuals who can think independently and act based on fact/evidence. [See #125]

​

• 1) Weak pathways to employment & long-term residency and 2) low wages attract fewer people from around the world, making it difficult to build an inclusive society, which in turn limits the development of human rights awareness and openness to diversity. [See #127]

​

• The consequences are circular: Limited appeal leads to fewer students from abroad→Harder to build inclusive education/environments→Productivity/wages decline further→Becomes even less appealing. At the end of this vicious spiral lies persistent decline. [See #128]

 
Japan has been here before.
 
Leading up to World War II, Japan fell into a similar downward spiral, and remaining within its borders was no longer enough to sustain people’s livelihoods. As a result, Japan colonized it’s Asian neighbors including China/Korea and exploited them through violence. Under the slogan “Defend Japan from the West,” the government justified invasion as “self-defense” and promoted it a “holy war” through education designed so that people learn as the government wishes to teach--including the idea that “the Emperor is divine.”
 
Today, we sometimes hear seemingly modest, non-aggressive views like:
“Rather than accepting immigrants, it’d be better for Japan to quietly decline and disappear.”
 
But consider what might happen when current trends continue: wages keep falling, social security cut back further due to massive national debt, and the population continues to age and shrink.
 
Imagine this:

• GDP per capita falls from 35th in the world to 40th, then 50th. [See #128]

• Real wages decline from 5 million yen to 4 million, then 3 million.
• Patients’ share of medical costs rises from 30% to 40%, or even 50%.

 
Under such conditions, it’s not difficult to imagine the reemergence of aggression seen before the war.
 
In fact, many conservative political parties are already rallying around slogans like “Defend Japan from China,” and, under the banner of self-defense, are pushing to dismantle the pacifist constitution in order to reverse Japan back into a country with war capacity [See #64]. Given their continued strong public support [See #129], there are signs that harrowing history could repeat itself.
 
Taken together, these challenges point toward a clear solution: Education that fosters human rights awareness. [See #124]
 
To achieve this, two major reforms are essential:
 
[Reform 1] Embrace Immigration
Unlike the US and many European nations that are often referred to as developed nations, Japan accepts very few immigrants [See #109]. This is because the government still refuses to adopt an official immigration policy.
 
By adopting an immigration policy that accepts people of different cultures/customs, welcomes diversity with a big heart, and shares the same place we live with people from various backgrounds, we foster inclusive communities. It would also make Japanese universities more attractive to students from around the world.
 
[Reform 2] Commit to Inclusive Education
The more an education system values inclusivity, the more intentionally it cultivates a broad range of intellectual, emotional, social, and creative abilities. As a result, students tend to develop strong human rights awareness, openness to diversity, social engagement, and independent thinking grounded in factual/evidence-based reasoning, as well as putting it into action. [See #125]
 
With these qualities, people are less likely to be drawn toward xenophobia, nationalism, militarism, or fascism. Instead, they’re more likely to support pacifism, nonviolence, equality, and honest peace education.
 
Moreover, this can help Japan aim for the kind of prosperity seen in overwhelmingly liberal urban centers of the US where inclusive education is embraced--such as in Silicon Valley, Wall Street, cutting-edge medical research, and the entertainment industry. At the same time, it can help avoid the decline seen in overwhelmingly conservative rural areas where inclusive education is often shunned--such as in agriculture, forestry, mining, and oil industries. [See #128], [#125]

これまで8回に渡って、現在の日本が直面している大問題について書いてきました。ここで、解決策を提案してみたいと思います。
 
先ずは、この大問題の本質を簡潔に捉えてみます。

• 都市部・地方ともに、排外主義・ナショナリズムを前面に押し出し、侵略戦争・加害の歴史を否定し、かつての軍国日本のように戦争ができる国に戻すことを容認する圧倒的な保守化が進み、戦争の悲惨が薄まり、人権意識を軽んじる多くの人びとの考え・意識・姿勢が戦前のように戻りつつある。[詳しくは＃122]

​

• 記憶力ベースの大学受験を続け、事実に裏付けられたエビデンスをベースにできず、自分の頭でしっかりと考えられない・行動に移せない人を育てがち。[詳しくは＃125]

 

• １)就職・生活へのつながりが乏しい、２)給料が低いことにより、世界中から人があまり集まらず、インクルーシブな環境を整えられず、人権意識・多様性への寛容さが育ち難い。[詳しくは＃127]

 

• 魅力が乏しいから集まらない→集まらないからインクルーシブな環境が整えられない→生産性・給料も衰退→魅力がますます乏しくなる。行きつく先には、ジリ貧しか残されない。[詳しくは＃128]

 
戦前の日本はジリ貧に陥ってしまい、もはや国内に留まったのでは人びとの生活が苦しくなってしまいました。そこで、中国・韓国などアジア諸国を植民地化し、暴力的に搾取したのです。「欧米から日本を守れ」と号令をかけて、正当防衛の名の下に侵略戦争を「聖戦」と呼ぶために「天皇は神様」なのだと、国が教えたいことを教えたいように教育しました。
 
現在の日本において「移民を受け入れるくらいなら、日本はジリ貧の末に静かに滅んでいく方がマシ」などという、一見すると控えめで、攻撃性のなさそうな意見が散見されます。けれども、今後ますます給料が減り、世界一の借金大国がゆえに社会保障もどんどん削られ、少子高齢化が進んだうえに人口がみるみる減少したら、どうなると思いますか。
 
想像してみてください：

• 一人当たりGDPが世界35位から40位、50位と転落していったら。[詳しくは＃128]
• 実質所得が5百万円から4百万円、3百万円と減っていったら。
• 医療費自己負担が3割から4割、5割と増えていったら。

 
そうなると、戦前のような攻撃性がでてくることは、容易に想像できるでしょう。
 
それを示唆するかのように、ほとんどの保守系政党が「中国から日本を守れ」と号令をかけて、正当防衛の名の下に、戦争のできる国に戻すために、平和憲法の破壊に動いています [詳しくは＃64]。それらの政党を、人びとが圧倒的に支持し続けていることから [詳しくは＃129]、先の戦争の二の舞になる兆候が見られるのです。
 
これらを考えると、この大問題の解決策は、人権意識を育む「教育と多様性」であることが理解できます。[詳しくは＃124]
 
それを実現するには、二つの大改革が必要不可欠です。
 
[改革 その１] 移民を積極的に受け入れる
欧米の先進国と呼ばれる国々と比較すると、日本は移民をあまり受け入れていません [詳しくは＃109]。それは、未だに正式な移民政策を拒絶しているから。
 
文化・習慣が異なった人たちを積極的に受け入れる移民政策を導入し、大きな器をもって多様性を歓迎し、多彩な背景の人たちと共に生活することにより、インクルーシブな環境は整えられるのです。また、日本の大学への留学が、世界中の学生たちにとって魅力的になります。
 
[改革 その2] インクルーシブ教育を導入する
インクルーシブ教育を大切にする程、幅広い知的・情緒的・社会的・創造的といった多角的な能力を意識して育むようになります。学生たちのもつ人権意識・多様性への寛容さ・社会活動への積極性、さらには事実に裏付けられたエビデンスをベースとして、自分の頭でしっかりと考えられる・それを行動に移す能力にも、大きな向上が生まれがちになる。[詳しくは＃125]
 
それらの能力を身に着けると、排外主義・ナショナリズム・軍国主義・ファシズムなどへ流れにくくなり、平和主義・非暴力・平等・正直な平和教育などに賛同しがちになります。
 
また、インクルーシブ教育が充実する圧倒的にリベラルなアメリカ都市部（シリコンバレーやウォール街、最先端の医療やエンターテインメント業界など）のような繁栄を目指し、インクルーシブ教育を否定しがちな圧倒的に保守なアメリカの地方・田舎（農業や林業、鉱業や石油産業など）のような衰退から脱する力にもなります。[詳しくは＃128]・[＃125]

​【Younger Generation】
In any national election, who we vote for reveals our thoughts, attitudes, and values.
 
In last month’s general election in Japan, the Liberal Democratic Party (LDP) secured more than two-thirds of the seats on its own--something no single party has achieved post-World War II. Toward the end of last year, Sanae Takaichi became prime minister, resuming the hard-right policies of former Prime Minister Shinzo Abe. As a result, voters who had recently shifted to other far-right parties appear to have returned to the LDP.
 
What’s more, just before the election, the Constitutional Democratic Party (CDP), Japan’s largest liberal party, merged with the conservative Komeito to form a moderate Centrist Reform Alliance (CRA). This move effectively dissolved the largest liberal bloc.
 
As a result, vote shares were as follows:

• Conservatives (LDP, Ishin, Kokumin, Sanseito, CPJ): 69.6%
• Liberals (JCP, Reiwa, Social Democrats): 6.8%
• 62.8%pt conservative win

 
This shows that Japan continues to trend further in a conservative direction:

• Previous upper house election (7/2025): 42.2%pt margin [See #122]
• Previous general election (10/2024): 25%pt margin [See #116]

 
In Tokyo:

• The LDP won all 30 single-seat districts--an astonishing clean sweep by conservatives.

 
In the proportional representation vote in Tokyo:

• Conservatives: 60.5%
• Liberals: 9.9%
• 50.6%pt conservative win

 
Comparing these results with the last US presidential election (11/2024):

• A conservative win by only 1.5%pts
• In urban centers, liberals won by 53-64%pts
• In the most conservative states, conservatives won by 37-46%pts

 
It’s clear that even in Tokyo, Japan remains strikingly more conservative than the US. [See #123]
 
Another key difference between Japan and America lies in generational trends. Among those who report having a political party preference:
 
JPN (NHK survey immediately after the latest general election):

• 18-39: Liberal 4% vs Conservative 93%
• 40s:      Liberal 4% vs Conservative 83%
• 50s:      Liberal 9% vs Conservative 75%
• 60s:      Liberal 4% vs Conservative 69%
• 70s:   Liberal 12% vs Conservative 70%
• 80+:      Liberal 9% vs Conservative 76%

 
US (Pew Research Center, 4/2024):

• >25:     Liberal 66% vs Conservative 34%
• 25-29: Liberal 64% vs Conservative 32%
• 30s:     Liberal 55% vs Conservative 42%
• 40s:     Liberal 50% vs Conservative 47%
• 50s:     Liberal 47% vs Conservative 50%
• 60s:     Liberal 43% vs Conservative 53%
• 70s:     Liberal 46% vs Conservative 51%
• 80+:     Liberal 39% vs Conservative 58%

 
In Japan, every age group is overwhelmingly conservative--and notably, the youngest generation is the most conservative (89%pt margin among those under age 40).
 
America shows the opposite pattern: younger generations are more liberal, with the youngest generation being the most liberal (32%pt margin among those under age 30).
 
In the US, this trend begins to reverse among people in their 50s, where conservatives start to outnumber liberals. This shift aligns with the rise of inclusive education following the Civil Rights Movement of the 1960s [See #7]. Those educated before that period tend to be more conservative, while those educated afterward tend to be more liberal.
 
In contrast, Japan has maintained an education system where people learn as the government wishes to teach, continuing a memorization-heavy education [See #125]. Without sufficient development of inclusive education/environments [See Previous], and as the lived misery of war fades, people’s thoughts, attitudes, and values seem to gradually revert to prewar patterns [See #4], [#65].

​【若い世代でさえ】
その国の選挙において、どの政党・候補者に投票したのか。そこから、人びとの考え・意識・姿勢が見えてきます。
 
先月の衆議院総選挙は、戦後初となる単独政党による３分の２以上の議席を、自民党が獲得。昨年終盤に安倍元首相の極右路線を引き継ぐ高市首相になったことで、他の強硬派保守系政党に近年流れていた有権者たちが、自民に戻ってきたようです。
 
また選挙直前に、最大のリベラル系政党である立憲民主党が保守系の公明党と合併して、モデレート系の中道改革連合になりました。これにより、リベラル系は最大勢力を失ってしまいました。
 
これらの結果、得票率は、

• 自民・維新・国民・参政・日保など、保守系の合計：69.6%
• 共産・れいわ・社民など、リベラル系の合計：6.8％
• 62.8ポイント差で保守系が当選

 
引き続き、更なる保守化が進んでいることが分かります。

• 前回参議院選（2025年７月）の42.2ポイント差  [詳しくは＃122]
• 前回衆議院選（2024年10月）の25ポイント差  [詳しくは＃116]

 
東京都においては、

• 小選挙区全30区で自民が当選。保守系が完全制覇という驚くべき結果です。

 
比例東京ブロックの得票率は、

• 保守系の合計：60.5%
• リベラル系の合計：9.9％
• 50.6ポイント差で保守系が当選

 
ちなみに、前回のアメリカ大統領選（2024年11月）は、

• 僅か1.5ポイント差で保守系が当選
• 都市部では53～64ポイント差でリベラル系が当選
• 最も保守的な州でも37～46ポイント差で保守系が当選

 
アメリカと比較すると、日本および東京ですら、圧倒的に保守であることが分かります。[詳しくは＃123]
 
そして、日本とアメリカのもう一つの大きな違いは、若い人たちの傾向です。以下は「支持政党あり」と答えた人たちの割合。
 
日本（今回衆議院選直後のNHK調査）：

• 18～39歳：リベラル系   4％ vs保守系93％
• 40代：　　リベラル系    4％ vs保守系83％
• 50代：　　リベラル系    9％ vs保守系75％
• 60代：　　リベラル系    4％ vs保守系69％
• 70代：　　リベラル系 12％ vs保守系70％
• 80超：　　リベラル系    9％ vs保守系76％

 
米国（2024年4月Pew Research Center調査）：

• 24歳まで：リベラル系 66％ vs保守系34％
• 25～29歳：リベラル系64％ vs保守系32％
• 30代：　　リベラル系 55％ vs保守系42％
• 40代：　　リベラル系 50％ vs保守系47％
• 50代：　　リベラル系 47％ vs保守系50％
• 60代：　　リベラル系 43％ vs保守系53％
• 70代：　　リベラル系 46％ vs保守系51％
• 80超：　　リベラル系 39％ vs保守系58％

 
日本は、どの年齢層においても圧倒的な保守傾向にあり、一番若い世代が最も保守なのです（39歳までが89ポイント差で保守系）。
 
アメリカは真逆で、若い世代である程リベラルな傾向にあり、一番若い世代が最もリベラルなのです（29歳までが32ポイント差でリベラル系）。
 
一方で、アメリカでは50代を境に、リベラル系から保守系への逆転が見られます。これは、1960年代の公民権運動 [詳しくは＃7]を境に、インクルーシブ教育が進みだした時期と一致します。それ以前の教育を受けた人たちは保守、それ以降はリベラルな傾向にあることが分かります。

他方、日本は「国が教えたいことを、国が教えたいように」教育するシステムを保守して、記憶力ベースの教育 [詳しくは＃125] を続けています。インクルーシブ教育・環境が整えられず [詳しくは前回]、そこに戦争の悲惨な記憶が薄れるにつれて、人びとの考え・意識・姿勢が戦前のように戻ってきているのでしょう。[詳しくは＃4]・[＃65]

​【Why Students Stay Away 2】
Even Japan’s so-called elite universities struggle to attract students from around the world.
 
Why is that?
 
There are two major reasons.
 
Reason #1: Weak Pathways to Employment and Long-Term Residency
We covered this in the previous blog post.
 
Reason #2: Low Wages
GDP per capita is commonly used as an indicator of a country’s productivity. Broadly speaking, it’s also said to reflect the average annual income across all professions. After all, when per-person productivity is low, it naturally limits how much employers can pay in wages.
 
Consider the following data:
 
2024 GDP per capita (global ranking):

• US:    $85,373 (6th)
• JPN: $33,138 (35th)

 
Japan’s figure is now less than 40% of the US.
 
Within Asia:

• Singapore (5th)
• Taiwan (31st)
• South Korea (32nd)

 
Japan now trails behind all of them.
 
Most troubling of all, Japan is on a clear downward trajectory.
 
At the height of its economic power in 1990:

• JPN (8th)
• US (10th)
• Singapore (26th)
• Taiwan (35th)
• South Korea (43rd)

 
Over the past 35 years, aside from Singapore’s dramatic rise, it feels less like other countries have surged ahead and more like Japan has fallen sharply behind.
 
As a side note, Singapore’s remarkable growth coincides with the fact that roughly 47% of its population consists of immigrants--a point that aligns with the importance of inclusive experience.
 
Even during it’s economic peak, Japan could hardly be described as fully “advanced” especially in terms of immigrant/refugee acceptance, or broader human rights and humanitarian standards. Now, after three and a half “lost decades” following the collapse of the economic bubble, even Japan’s once-reliable economic strength has declined to the point where we can no longer call it an “advanced country.”
 
It’s only natural that students around the world hesitate to gather in a place where productivity and wages are in long-term decline.
 
This dynamic is not unique to Japan. A similar pattern can be observed within the US.
 
The Trump administration promotes the slogan “Make America Great Again” (MAGA), and its strongest support comes from conservative rural regions. Yet very few students around the world dream of moving to the US to work in rural agriculture, forestry, mining, or oil industries.
 
Instead, most are drawn to overwhelmingly liberal urban centers--Silicon Valley, Wall Street, cutting-edge medical research, and the entertainment industry.
 
Trump MAGA’s internal contradiction is clear: the movement that seeks to dismantle liberal openness undermines the very condition that makes America great.
 
The more open a society is, the more it attracts students from around the world.
The more closed it becomes, the more they stay away.
 
The data below shows the number of Japanese and American universities ranked in the global top 50 across four major world university rankings. While we should treat these rankings as only a reference point, looking at all four provides a broad perspective.
 
The four major rankings are:

• QS World University Rankings (QS)--UK
• Times Higher Education (THE)--UK
• US News & World Report (USN)--US
• Academic Ranking of World Universities (ARWU)--China

 
(Note: There’s currently no globally influential university ranking published from Japan)
 
Global Top 50 (number of schools):

• QS:          US (15),   JPN (1)
• THE:       US (23),   JPN (1)
• USN:       US (22),   JPN (0)
• ARWU:  US (25),   JPN (2)

 
These rankings reinforce the broader pattern: the US attracts students from around the world while Japan not so much.
 
Japan struggles to attract students from abroad because of:

1. Weak Pathways to Employment and Long-Term Residency
2. Low Wages

 
The consequences are circular, making it difficult to create an inclusive environment.
 

• Limited appeal leads to fewer students from abroad →
• Harder to build inclusive education/environments →
• Productivity/wages decline further →
• Becomes even less appealing

 
And so the cycle repeats.
 
At the end of this vicious spiral lies persistent decline.
